It is not possible to give an exact number of stitches because we are all associated with different criteria. The charts are great, but they don't tell us when to stop rising. This has always been my problem with gifts. Whenever I do something for Ireland, I put it on her head and see how it fits. But when you have to give a gift, it's hard to imagine.
For my experience, I decided to take all the Irish hats I had been making since birth. She compared her hat to the pictures she was wearing. I looked at the dates to see how old he was. Here is how I measured the dimensions.
It's a generic plan, but it's still very important...better than nothing. The dimensions shown in the table are the size of the circle you should have when selecting. When you get the right amount, stop adding and keep adding evenly.
The diameter of the old circle

3-6 months 5.5 inches
9-12 months 6-6.5 inches
24 months 6.5-6.75 inches
