Yes, I always try to match the hat size. Over the last few months I have received a lot of comments and questions about hat sizes. Since we all knit with different gauges/gauge, it is impossible to give the exact number of stitches. The graphics are good, but they don't tell us when to stop developing. That's always been my problem with gifts. If I do something for Ireland I will think about it and see how it goes and then adapt from there. But when it comes to giving gifts, it's hard to guess.
I decided to use all the Irish hats I had made for him since he was born for my experiments. I compared the hat to a photo of him wearing it. I look at the date to see how old I was when I used it. This is how I measure the size.
It's a generic spreadsheet, but still quite useful... Better than nothing. The measurements shown in the table represent the size of the circle you should have when zooming in. When you get the size you want, stop adding and keep knitting.
Old circle diameter
newborn 4 inches
3-6 months 5.5 inches
9-12 months 6-6.5 inches
24 months 6.5-6.75 inches
7 inch babies and toddlers
Adult female 7.25-7.5 inches
For example, if you're making a hat for a 12-month-old baby, increase it until you have a circle 6-6.5 inches in diameter, then continue knitting evenly each round without increasing.
The hat shown above is for a one year old baby. So, as you can see, the circle is exactly 6 inches.
The final length also varies with age.
limited longevity

24 months 7-7.5 inches
Infants and toddlers 7.5 to 8 inches
Adult female 8.5-9 inches
10 inch big adult
The blue hat above is for a 12 month old baby, so I had to knit a few more inches.
These green hats are for teenage girls or grown women so I'll stop at around 9 inches.
Edit: If you make a flapper hat, the length will be slightly reduced.
Of course, these measurements are not accurate for all children and adults. I've made a hat for a large adult female head that is over 10 inches long. These are general steps meant to offer a little help rather than blindly trying to make a hat without a clue :D
